I hear Tank Scooters are garbage. I was wondering if anyone could give me insight about the scooter market.

You could also read the forum at www.scooterbbs.com but be forewarned that there is usually alot of bickering going on there.
Typically you'll find Vespas are good but expensive, Kymco is good and decent priced, the chinese stuff is inexpensive with quality from very good to horrible. The general consensus with both those forums I mentioned is that find an established dealer (IE one with a real building) do not use an ebay drop shipper as you will get no warranty or part support from them.

Geeley and Kymco are good high quality chinese scooters. Tanks are cheaply made and have a projected duty cycle of under a year.
