What's the best scooter for someone with very short legs?
I am 5 feet tall and have very short legs. I want a scooter that climbs steep hills (San Francisco) where I can put both feet FLAT on the ground.
My inseam is 25"

You really need to go to the dealerships and sit on scooters. Any dealer will be perfectly happy to assist you in finding one with enough torque and horsepower to handle those hills while filling your need for a low seat. My wife is 5'-2" and she rides a 1100 Yamaha V-Star so you could move up from scooter to motorcycle.
