I had considered getting a scooter since I live in the city and a car can be costly. I was just wondering if I needed to know how to ride a bike in order to ride a scooter.
It helps to learn balance and turning skills on a bicycle, because you'll be going at lower speeds and it hurts less when you fall off. Don't forget your helmet and pads!

No, you just have to have some kind of balance but it is no where near the same as a bike.

You may have rely on your balance to save your life on a two wheeler - so if you cannot ride a pedal bicycle I would question the wisdom of riding a motorized bicycle in traffic. As a motorcyclist for years, I am very aware as to how defensive one needs to be to stay in one piece when in the way of oblivious American drivers. Make sure you can be seen, bright colors, reflector belt, shiny white helmet, good gloves and foot protection. Consider an MSF class (motocycle safety foundation) for life saving tips on the road.
